What's the weather where you are?

Russians were able to respond in such short time because of the base they have in the town of Nis, in south Serbia, or officially: Serbo-Russian humanitarian aid and critical situations center (some long phrase like that), which Shoigu opened in 2011. They fought summer wildfires throughout the Balkans from there in recent couple of years.

Yes, but Russian airplane IL-76 that brought help and rescue team came from Moscow. Maybe EU waited for formal request for help that is according to protocols. We know that EU loves protocols.

World Bank said that they can give us credit with good interest rate. Thank you WB, you are very generous.

The news about Balkan floods has been among the top 2 on Russian TV (along with the Ukrainian crisis) for many days - ever since the flood started. We worry about you very much. We had awful floods last year in Russia too.

I hope you will be okay soon.

Newspaper Oslobođenje from Sarajevo, 20.05.2014

One milion people without water, this catastrophe jeopardized ¼ of population, more then 2000 landslides, some of them where minefields are, 100000 houses and buildings are unusable; unusable are also 230 schools and health institutions. In Gračanica 25 factories are under water.

The already heavy situation in Serbia is getting even heavier because of politisation, incompetent officials, the "state" which is nonexistent which also affected country's civil infrastructure and all relevant organizations. The latest news from the EU where they are encouraging their pawns in form of Serbian government, is taken by the people with rage and disbelief. It goes something like this: "Serbia, as a EU ascending candidate, can get financial help from the EU, which could go up to one (1) percent of the whole assets for this year, which can be even ten (10) million euros!

Well, no, thank you, keep it. At least we here on the sott know they will need it.

As far as I know there are still about two flights per day ongoing. Russians are just not so good in the advertising :)

Apparently it was 'snowing' hail in Brazil - i saw dates for the 18th &19th May.. Not sure if this has been posted elsewhere. And i searched the forum and saw that this something similar happened last year? Looks very strange, like a carpet of smashed hailstones... (from HawkkeyDavisChannel posted on Facebook.)

A rare hail storm in Sao Paulo, Brazil, left residents working to dig themselves out after they became stranded.

It's been snowing in Brazil!!!
Published on May 19, 2014

Sao Paulo experienced a freak hailstorm a few days ago that resulted in what can only be described as snow in Brazil.

It might be winter here, but it never snows, except in the most southern parts of Brazil. Most Brazilians never see snow, so this truly is a special day.

Actually, those numbers are not correct. For the 2007-13 period the EU Solidarity Fund was €1 billion, but for the 2014-2020 period it is only €500 million. You can get advance payments of 10% (capped at €30 million) of the expected aid amount, but I see no limit for one country. Considering the scope of destruction I would say that Croatia will get some, Serbia will get majority, and Bosnia will be left with nothing because they are not even a candidate for EU. :(
BTW Italy in 2009 got €500 million and €670 million in 2012, so that 1% number doesn't sound right at all.

But they are saying that we have to wait 6 months to get full help which is ridiculous! People need homes before winter.

Thank you Siberia. Our media keeps saying that world is ignoring us but the truth is that we are still very slowly getting new information. Obrenovac is now completely closed for news reporters. And for some reason our government already declared from tomorrow three days of mourning even though these flood are not yet over (Danube will probably rise till Sunday if not more) and we still don't know how many people died. It's just too crazy for me! :/

More likely, the whole 3 countries will get zero of it. But, the firms from the EU will get the job on reconstruction. The EU is a company and as a such it is there to take, not to give. Everything is about the politics, and the Balkan is not Germany after the WW2 with "Marshall plan". In short, if they have no interest, they don't care. Don't believe EU's "numbers and protocols" psychopathic mambo jumbo.

And on the big news services, they too don't have any interest in talking about the floods on the Balkans. They too are just companies which work for specific people and specific goals. So, the news that they broadcasted already, is the all you can get.

Most probably you have to help yourself. Our flood victims of the past years had to wait months and got few (as far as I remember). During World War II and after Germans stll having a roof over the head had to take in bomb victims and refugees. There was often one family in one room. Maybe you have to do the same as long there are not enough houses. Or the people are living in remaining public buildings.

The Marshall Plan started in 1948 and the 3 years before were hunger years. Not enough from everything especially food but also clothes, coals and things of daily needs. You had money but you could not buy most things as there have rations stamps and clothes stamps to be given before you could buy. Witout stamp no food. Normal people went into the country to barter (or steal) food then. The Marshall Plan was for Europe to reduce hunger, keep out communissm and promote US economy. To ramp up Germany after war we had to suvive the hunger, the Morgertau Plan (Germany agrar only) and rebuild the country. And we had to pay a price for the help: occupation for decades (there are still US troops here), a divided country til 1990, still no German constitution (only a Grundgesetz - Basic Law).

I assume when normal people go together and help each other ramping up some basic homes you may get them faster and at a lower price (no debts to the PTBs).

10 days ago Laura started a new thread "Shipping Container Homes". Maybe this idea could be applied somehow as a temporary solution? If too many homes are destroyed by the flood, they government probably won't be able to reconstruct them by winter, but people still need to live somewhere.

fwiw

Yes, it can be excellent solution for people who lost homes. Looks like Laura had some premonition. :)

Don't believe EU's "numbers and protocols" psychopathic mambo jumbo.

But even their own number are quite telling. This is what EU said in another news:

The European Commission stresses that in addition to solutions for the current problems in the Balkans, it is necessary to think about the future, where, as warned in Brussels, flooding will be "more and more difficult". It is stated that during the last 30 years damage from natural disasters in Europe quadrupled, from 50 billion euros in the eighties to 200 billion which is today annually.

So that means that EU now through Solidarity Fund gives it's members the amount of 0.0025% of the damage from natural disasters. And this EU wants to expand her territory?

Yes, it seems so

Our foreign minister V. Pusić stated:

"To get help for the damage caused by the floods from the European Solidarity Fund, estimated damage must be more than 280 million euros. This applies to damage on infrastructure - roads, water, sewer, electrical grid, etc., but not on private property, said Minister Vesna Pusic."

On the other side, Croatia was obliged to pay to the budget of the EU 275 million euros for six month of 2013 and this year another 550 million euros.

It's 0.25%, but even that is extremely low amount.
