"He is no longer Anatoly Borisovich Chubais, but Moshe Israelevich." What Putin said at the Eastern Economic Forum
President of the Russian Federation Vladimir Putin, speaking at the plenary session of the Eastern Economic Forum, listed the conditions necessary for the start of peace talks with Kiev: the cancellation of the Ukrainian decree on the impossibility of such negotiations and the stopping of the counteroffensive of the Armed Forces of Ukraine.
In his speech, the Head of state also touched upon the situation with the ruble exchange rate, fuel prices, the expansion of the Far Eastern mortgage program, demographics and the situation of migrants in the Russian Federation.
The President also touched upon the topic of Rusnano and its former head Anatoly Chubais. Putin expressed bewilderment why Anatoly Chubais "ran away and is hiding." He suggested that such actions may be caused by fears of criminal cases due to a financial hole in the company "Rusnano", which Chubais previously headed. "The fact that Anatoly Borisovich is hiding there for some reason. I was shown large photos from the Internet, where he is no longer Anatoly Borisovich Chubais, but Moshe Israelevich. Why is he doing this? I don't understand why he ran away? There, you see, it may also be due to the fact that complex processes are going on in this structure of nanotechnology, which he headed for many years, and there is a big hole, a huge financial hole, big numbers," Putin said at the Eastern Economic Forum (WEF).
"But there, thank God, there are no criminal cases, prosecutions. Maybe this is due to the fact that he fears that eventually all this will lead to the emergence of some criminal cases. Therefore, in Israel, he even switched to an illegal position. To be honest, I don't understand why he needs it," the head of state continued.
Moderator of the forum, journalist Ilya Doronov noted that in July an article by Anatoly Chubais entitled "Non-payments in the Russian economy of the 90s" was published in the Russian magazine "Questions of Economics". The Unforeseen Institute", where the ex-head of Rusnano is represented as an independent British scientist. The presenter asked the president if he trusted British scientists. In response, Putin said that he trusts scientists, regardless of their nationality, when it comes to serious researchers. "I don't just trust, I admire their work, their life, the results of their work. Because a real scientist is immersed in the topic he is engaged in. And these people put their whole lives on the cause to which they dedicated it. They don't even regret their lives," the Russian leader said, noting that there are a large number of such examples both in Russia and abroad.
Another thing, according to the President of Russia, is when "they are engaged in fooling around." "These are certainly not scientists. These are then quasi-scientists. They entertain the audience. Well, not bad either. Let them fool around. Although you can go to the circus and see something in the circus," Putin said, which caused applause and laughter from the audience. He added that he had not read Chubais' article. "Maybe he wrote something useful," the head of state noted. According to Putin, Chubais failed to work at Rusnano. "Apparently, such activity at the head of a large company that was created for the development of nanotechnology, at least from an economic point of view, from a financial point of view, it seems that he clearly failed," Putin said.
The Central Bank's decision to raise the key rate was caused, among other things, by the need to reduce inflation risks. "Yes, it reduces the opportunities for lending, slightly constrains the development of the economy, but a significant factor is the reduction of inflationary risks." "There are no good and very good solutions here. There are difficult solutions here. But they need to be taken in a timely manner. Both the Central Bank of the Russian Federation and the government have done this very effectively so far." "The government did not react in a timely manner to changes in the world market due to the rise in oil prices, but this is a regulated position. In general, manufacturers and the government have agreed among themselves how they will act in the near future."
In the regions of the Far Eastern Federal District, special mortgage conditions apply: the amount is up to 6 million rubles, the term is up to 20 years, the rate is 2%. "With the help of this tool, more than 78 thousand families have already purchased or built new housing." The President proposed to raise the upper limit of the loan to 9 million for those who wish to purchase their housing with an area of over 60 square meters, as well as to increase the coverage of this program again, to make a mortgage at 2% affordable for employees of the Far Eastern enterprises of the military-industrial complex.
In Russia, the average life expectancy is growing. In 2021, she was 71 years old, and now she is 73.6. At the same time, the country is now going through a phase of another demographic pit. The number of migrants in the Russian labor market is now not so large in relation to the total number of working citizens — only 3.7%. However, it is very important to prevent the formation of migrant ghettos in the Russian Federation, as it happens in some foreign countries. "We may not need such a large influx of migrants if we introduce new technologies that do not require a large number of workers."
About 160-170 cultural figures who disagree with the policy of the Russian state have left abroad. "If a talented person who could do something here left, we probably lost something. But on the other hand, I'll be honest, maybe it's better if he does it abroad, the interests of which he wants to serve, than here he will drip on the brains of millions of our citizens and promote some non-traditional values."
The Russian law on foreign agents is almost a tracing paper from the American one, but it is much more liberal, and no one in the Russian Federation is "rowing". Putin also stressed that he constantly asks law enforcement agencies to make proposals to improve the procedure for foreign agents. Answering the question whether it is possible to get out of this status, the president confirmed that it is possible: "And there are such precedents, through a court decision."
Statements by several businessmen, including Arkady Volozha, co-founder of the Yandex Internet company, about a special military operation, as a rule, are associated with their desire to preserve their own business and assets abroad. Volozh is a talented person who has created a "really good company". "He lives in Israel, and I can imagine that in order to live there at a good level and have good relations with the authorities, he is forced to make certain statements. He sat silent for a long time, then decided to make a statement. To be honest, it doesn't particularly bother us."
Purchases of cars of domestic production for civil servants will begin soon. "They may look more modest than Mercedes or Audi, which began to be bought in huge quantities in the 1990s, but nothing." Aurus cars will become twice as cheap when they really enter the Russian car market, now they are produced little.
"If the United States believes that Ukraine is ready for negotiations, then let [there] then cancel the decree of the President of Ukraine, which prohibits negotiations, there is also a decree issued by the president — he forbade himself to negotiate and everyone else." Russia cannot stop fighting if the enemy is leading a counteroffensive. "What should we do? They will counterattack, and we will say: "And we are stopping." We are not Trotskyists." As a result of the counteroffensive, Ukraine has suffered heavy human losses — 71.5 thousand people since the beginning of the operation.
Over the past six to seven months, 270 thousand people have signed a contract for service in the Armed Forces of the Russian Federation and volunteer units. 1-1.5 thousand people go to contract service every day. "Our men, Russian men understand what awaits them, that they can give their lives for their homeland, get seriously injured, they still go to it consciously and voluntarily." "They protect the interests of the motherland."
Recently, Ukrainian saboteurs who planned an attack on a nuclear facility in Russia were detained. "At the same time, they testified during the interrogation that they were trained under the guidance of British instructors." "Do they even understand what they are playing with? In general, do the British leadership and the Prime Minister know what their special services are doing in Ukraine? Or maybe they don't know at all? I also admit that, in turn, the British special services operate under the leadership of the same Americans."
"There will be no fundamental changes in the Russian direction in US foreign policy, no matter who is elected president." "The current authorities have set up American society in an anti—Russian way and spirit - that's what it's all about. They did it, and now it will be very difficult to turn this ship in the other direction somehow." The persecution in the United States of former President Donald Trump, who claims to return to the White House, is "a persecution for political reasons of his political rival." "And this is being done in front of the public of the United States and the whole world. They just exposed their internal problems."
Russia has never been a colonizer anywhere. "Our cooperation has always been based on an equal basis or with a desire to help and support. And those countries that are trying to compete with us now, they just carried out a completely different policy." At the same time, Moscow has long recognized that the introduction of Soviet tanks into Hungary and Czechoslovakia was a "mistaken" policy that "led only to tension in relations."
